Method
 

  1. Peel, boil, and mash potatoes. Combine with flour, egg, and salt to form a dough.
  2. Sauté Hippocampus Meat with onion, garlic, and butter; season to taste.
  3. Form dumplings by stuffing potato dough with filling and sealing edges.
